The Accord of Menschen is an international agreement governing the rules of conduct in land warfare. It reratifies the older Usages of War and makes procedures for victory, surrender, and the treatment of the vanquished and neutrals standard. The Accord also limits the size of standing armies and bans the use of libermane on weapons of war. While there is a naval equivalent, the Articles of Conduct, the Accord may also be cited by naval officers as it is more comprehensive.
