A filibuster is a type of teratologist who lacks any surgical enhancements or specialised training. Nonetheless they are more warmly regarded by normal people who can better relate to them than their transformed counterparts, who are perceived as being less human thanks to the changes made to their bodies.
Filibusters were among those who appeared at Winstermill after an announcement was widely posted by the Lamplighter-Marshal to help keep the Conduit Vermis clear.[1]
